§ 10-2. Permit to disturb surface.

No person shall operate, or cause to be operated, any plow, disc, cultivator, harrow or scarifier, or in any manner disturb the surface or subsurface of any county highway, right-of-way, easement or property without first obtaining a permit from the director of the department of public works of the county.
