Whenever notification, as required by Section 22852 of the Vehicle Code, cannot be
given to the owner, the Director of Development Services, or his/her designee, shall
cause immediate notification to be given to the California Department of Justice,
Stolen Vehicle System, of its pending removal. This notification shall be in accordance
with all provisions of Section 22853 of such Vehicle Code and Section 14-73 of this Article.
