Article XIII. Parking for the Handicapped* |
§ 14-80. Regulated.
(a)
The director of public works shall select a minimum of three (3) parking spaces adjacent to or near each county building throughout the county and place a sign thereon indicating that parking is restricted to the handicapped, pursuant to the provisions of Streets and Highways Code and the Vehicle Code. Any person parking in such a space and whose car does not display a distinguishing license plate which shall be issued for a vehicle registered to the disabled person by the State of California Department of Motor Vehicles pursuant to regulations adopted by that department shall be guilty of an infraction and subject to a fine in an amount not to exceed one hundred dollars ($100.00).
(b)
The sites so selected by the director of public works shall be so located as to give handicapped persons the maximum and easiest availability to the public buildings in question considering such factors as location of curbs, sidewalks, steps, entrance to buildings, condition of pavement, and any other factors that would affect the ability of the handicapped to gain access to the public buildings.
(c)
Each owner or operator of a shopping center or other area in which the general public is invited to drive their cars and park for shopping or other purposes shall establish at least one (1) parking space for use of the handicapped. The parking spaces shall be identified by sign and painting on the pavement designating use for handicapped persons, and anyone parking a vehicle in such a space where the vehicle is not registered to the disabled person and having the distinguishing license plate issued by the California Department of Motor Vehicles pursuant to regulations adopted by that department shall be guilty of an infraction and subject to a fine in an amount not to exceed one hundred dollars ($100.00).
