Unless the context otherwise requires, the following definitions shall be used in
the interpretation and construction of this chapter and words used in the present
tense shall include the future; the word "used" shall include arranged, designed,
constructed, altered, converted, rented, leased or intended to be used, and the word
"shall" is mandatory and not directory. Whenever reference is made to any portion
of this chapter or any other ordinance or law, the reference shall apply to all amendments
and additions now or hereafter made. For ease of reading, some words that are defined
terms in this article are capitalized. Words in this chapter have the meanings given
in this article, regardless of whether or not they are capitalized.
