"Commercial customer" means of, from or pertaining to Multi-Family Premises or other
non-Residential Premises where business or other activity is conducted, including,
but not limited to, retail sales, services, wholesale operations, manufacturing, industrial
operations, and nonprofit and governmental activities of any nature, but excluding
businesses conducted upon Residential property which are permitted under applicable
zoning regulations and are not the primary use of the property.
