The County will periodically evaluate this article to determine its effectiveness
in reducing the amount of construction and demolition debris landfilled. If the County
determines that additional construction and demolition debris can reasonably be diverted
beyond that which is required herein, the County may amend these provisions and implement
additional measures to divert more materials. In making this determination, the County
will consider issues such as the amount of construction and demolition debris being
landfilled, the volume of construction and demolition debris being generated, availability
of markets for various types of construction and demolition debris, the extent to
which construction and demolition debris contributes to the County overall waste stream,
and other barriers and opportunities that applicants may face.
