The provisions of this chapter shall be construed to assure consistency with the requirements
of the Clean Water Act and the Porter-Cologne Act and any acts amendatory thereof
or supplementary thereto, applicable implementing regulations, and the Small MS4 General
Permit and any amendment, revision or re-issuance thereof. In the event of a conflict
between this chapter and any Federal or State law, regulation, order or permit, the
requirement that establishes the most protective standard for public health and safety
shall govern unless preempted by law.
