Except as otherwise provided herein, the authority to implement this chapter is vested
in the Administrator, who shall be responsible for the administration, implementation
and enforcement of the provisions of this chapter. Unless otherwise specified herein,
any powers granted to or duties imposed upon the Administrator may be delegated by
the Administrator to other County employees or, upon the approval of the Board, to
employees of other public agencies.
